【Summary】
Ḥakīm Idrīs Bidlīsī was a prominent secretary and historian of the late 9th and early 10th centuries A.H. He initially served at the court of Sulṭān Yaʿqūb of the Āq Qoyūnlū dynasty, but following the Safavid takeover of Azerbaijan, he sought refuge in the Ottoman realm, where he later served at the courts of Sulṭān Bāyezīd II and Sulṭān Selīm I.
Among his many works in literature, historiography, theology, philosophy, and mysticism, Qānūn-i Shāhanshāhī stands out as a relatively lesser-known text. The author himself describes it as a “manual for kings,” presenting guidance on royal authority, political order, and ethical governance. The treatise reflects both Persian bureaucratic traditions and the author’s experience across Safavid and Ottoman political cultures.
