【Summary】
Minhāj al-ʿAlī is one of the most substantial reformist treatises produced during the reign of Nāṣir al-Dīn Shāh. Although its author remains relatively unknown among the intellectual circles of the period, he demonstrates familiarity with legal systems of other countries and composed this work in 1292 A.H. while residing in Egypt.
Written in a calm yet critical tone, the treatise seeks to encourage the monarch and the prime minister to undertake administrative and legal reforms. The arguments presented in this work appear to have influenced later reformist discourse, and it is likely that constitutional thinkers of the Constitutional Revolution era were aware of its ideas when drafting Iran’s constitutional framework.
